Winter 2010:

                                                                Social Impact Bonds

Social Impact Bonds – free to attend conference - Glasgow Thursday 10th March

A Social Impact Bond (SIB) is a contract between investors (non state sources, e.g. the private and charitable sectors) and public sector commissioners to deliver on improved social outcomes.

Essentially, investors deliver prevention and early intervention services that save money in the future for the public sector. A bond can be a finance scheme and investors buy bonds from an issuer (e.g. a government department) and the money funds preventative projects at that time. If the project meets the agreed outcomes, the investor receives a repayment on the bond with a return on top via the issuer at a later date.

Examples would be services that deliver a reduction in offending rates, or in the number of people being admitted to hospital. This can include defined populations such as criminal justice, children in care, health & ageing and drug rehabilitation.

A Social Impact Bond pilot scheme was launched in March 2010 and is underway at HMP Peterbourgh with the aim of reducing re-offending rates.

Social Finance is a financial advisory organisation set up in 2007 and is working to build the Social Impact Bond marketplace and invites commissioners, social service providers and investors in Scotland to attend a unique conference at IET Glasow: Teacher's Building. The conference will address:

  • How the Social Impact Bond works
  • The potential of the SIB market
  • Raising social investment at scale
  • Funding to provide new solutions to old problems
  • Addressing technical challenges of setting up a Social Impact Bond

The conference takes place at IET Glasgow: The Teacher Building, 14 St. Enoch Square, G1 4DB Glasgow. To find out more visit http://www.socialfinance.org.uk/
